Ukrainian maritime industry is ready for practical implementation of public-private partnership

On 14 June 2013 at the First International Business Conference "ABC: Ukraine & Partners» the Vice Prime Minister Aleksandr Vilkul and the Minister of Infrastructure of Ukraine Vladimir Kozak demonstrated representatives of private capital the possible prospects of development of the maritime industry of Ukraine on terms of public-private partnership.


The Law "On seaports of Ukraine" came into force on 13 June 2013. The main objective of the reform is to bring the Ukrainian ports to a new level, creating transparent and clear mechanisms for attracting private capital into the sector. For this purpose, according to the law, all the strategic infrastructure facilities of ports were transferred to the possession of Ukrainian Seaport Authority, and the issues of economic activities remain under the responsibility of government stevedoring companies. One of the tasks of USPA is to ensure equal access to the ports infrastructure for the companies of all forms of ownership.

 

According to the Vice Prime Minister, authorities intend to continue the implementation of projects to increase the depth of the ports, to create a navigable channel Danube-Black Sea and improve the competitiveness of Ukrainian ports due to implementation of other projects.

Ministry of Infrastructure will set port charges until the National Commission will be created

The Ministry of Infrastructure in consultation with the Cabinet of Ministers will determine the amount of the rates of port fees in foreign currency and rates on the specialized services provided in seaports by the subjects of natural monopolies. It is reported by Interfax-Ukraine with reference to the government decree number 407 from 3 June 2013.

 

Such functions the ministry will perform until the creation of the National Commission, carrying out state regulation in the field of Transport.

 

The document comes into force coincidentally with the entry into force of the law "On sea ports" on June 13, 2013.

 

Recall, the Cabinet in January 2012, registered in the parliament a bill which proposed to set up a National Commission for regulation of natural monopolies in the field of transport, but in April the document was withdrawn.

Ukraine can take the second place in the global export market of grain – expert

Ukraine can take the second place in the global export market of grain. This said the President of the Ukrainian Agrarian Confederation Leonid Kozachenko during the discussion panel "Investing in the agricultural sector of Ukraine. Feed the world together", which took place during the first international business conference «ABC: Ukraine & Partners» on June 13, the press service of the Ministry of Agrarian Policy and Food of Ukraine reports.

 

He noted that Ukraine is among the five world leaders of grain export. To date, domestic traders entered the strategic markets of North Africa and the Middle East.

 

"The countries of these regions depend on 30-70% of Ukrainian grain. Ukraine has also significantly increased its sales of grain to Europe"- said L.Kozachenko.

 

The expert stressed that to increase exports it is necessary to increase production of grain. Thus, after 15 years domestic agricultural producers could harvest up to 90 million tons of grain every year.

Ukrainian Seaports Authority starts its work

On 13 June 2013 in accordance with the Law "On Seaports of Ukraine" a new state enterprise "Ukrainian Seaports Authority" (USPA) started its activity. The enterprise is a successor of strategic infrastructure facilities of Ukrainian seaports, which will create the conditions to attract private investors to the sector.

 

SE “USPA” numbers more than 10 000 people and consists of central office (Kiev), the Main Representative (Odesa), 18 branches in the ports of Ukraine and the branch of "Delta-pilot".

 

UPSA main function is to ensure equal access to the strategic port infrastructure for all the stakeholders (public, private and other forms of property). The branches of SE “USPA” will serve maintenance and operation of port infrastructure functions, as well as implementation of the plan for port development, the financial plan, the observance of the regime on the territory of ports, fire safety regulations and safety standards.


“SE “USPA” was created to facilitate the development of maritime transport infrastructure of Ukraine and increase the competitiveness of Ukrainian sea ports through administrative reform and the creation of conditions and mechanisms for attracting investments", - said Yuriy Vaskov.

New industrial agreement between maritime transport enterprises will ensure better working conditions and high social standards

Today, on 13 June 2013, was concluded a new industrial agreement between the Ministry of Infrastructure of Ukraine, the Federation of Transport Employers of Ukraine and General Representative body of trade unions in the field of maritime transport. The agreement will have effect till 2015.

 

According to the Decree of the President of Ukraine Viktor Yanukovich "On the development of social dialogue" and the Law of Ukraine "On the social dialogue", one of the most important branch documents signed by three parties, creates the conditions for the fullest account of all interests and ensure social stability in the strategically important for the country's industry.

 

According to the Vice Prime Minister Aleksandr Vilkul, a new industrial agreement provides a high level of social standards and the effective protection of the interests of labor collectives.

 

Industry Agreement concerns nearly 130,000 maritime workers, of which about 36 000 are the employees of 38 enterprises that are directly subordinate to the Ministry of Infrastructure. According to the Minister of Infrastructure of Ukraine Vladimir Kozak, the document signed today will contribute to the development of production, effective employment, socio-economic conditions and sustainable growth of wages.


Agreement determined wage rates and salary scheme for managers, professionals, experts, technical staff and workers of enterprises, the conditions of administration and the size of bonuses and allowances, etc. It also provides additional guarantees and compensations, welfare benefits, which may be included in collective agreements of enterprises.

Ukraine will sign agreements in the field of IT-industry and agriculture during business conference ABC: Ukraine & Partners, - N.Azarov

Ukraine will sign an agreement by the results of the business conference "ABC: Ukraine & Partners" for the development of IT-industry and agriculture business. This said the Prime Minister Nikolay Azarov during a cabinet meeting.

 

"I think that IT-industry and agribusiness will be the first-priority in the framework of the first full-scale business conference... I'm sure that by the end of the conference, the agreements will be signed", - he said.

 

The Prime also believes that such a conference should become an annual event, "In fact, we host such a large-scale business event for the first time... So I think that the conference will be conducted on an ongoing basis".

 

Azarov called the deputies of the Verkhovnaya Rada to speed up the process of reviewing the draft laws for the development of IT-industry.

Ukrainian national projects were presented at the German parliament

In German Bundestag was held a forum "Ukraine as a tourist destination and the country of investments." The Deputy Chairman of the State Investment Projects Agency Illya Shevlyak presented investment potential of Ukraine in the context of national projects, as well as reported on the activities of the Agency.

 

"I am pleased to note that among the major investor countries, Germany ranks second with a total investments of 6.3 billion USD. I hope that this event will promote more effective cooperation between Ukraine and Germany in the field of investments",- said Illya Shevlyak.

 

According to the Deputy Chairman of the State Investment Projects Agency, Germany is a good example and guide on implementation of investment projects. In particular, Illya Shevlyak noted the positive experience of Germany in the establishment and operation of industrial parks. So, Induustriepark Frankfurt-Hoechst, is one of the largest parks not only in Germany but also in Europe, on the territory of which are working about 22 000 people, and the amount of investments totaled 5.5 billion Euros.

 

Besides the parliamentarians of the German Bundestag, the forum was also attended by Mr. Klimkin, Ambassador Extraordinary and Plenipotentiary of Ukraine to Germany, Mr. Ernst Burgbaher, Parliamentary State Secretary at the Federal Ministry of Economics and Technology under the Federal Government Commissioner for Tourism\ and Mr. Matthias Brandt, the Director of GIZ and others.

The Black Sea wheat continues to win Asian markets

According to market operators, as part of the tender, Qatar has contracted to import 40 thousand tons of wheat of the Black Sea origin. In particular, traders believe that the grain will be shipped from Russia or Kazakhstan.

 

Products will be delivered to importer in two batches: shipping of first 20 thousand tons at the price of $332 per ton C&F is scheduled for August this year, another 20 thousand tons at the price of $331 per ton C&F will be delivered in September this year.

 

Recall that the Black Sea wheat has also won the last tender in Iraq, where it was contracted 60 thousand tons of feed wheat of Ukrainian origin.

Japanese companies can diversify the sources of imports of agricultural goods at the cost of Ukrainian products. This said the Minister of Economic Development and Trade of Ukraine Igor Prasolov on June 10, the press service of the Ministry of Economic Development informs.

 

He noted that in 2012 there was 30% increase of turnover between Ukraine and Japan up to $ 1.5 billion. 60% of imported goods were agricultural products and foodstuffs.

 

In particular, Prasolov added that in 2009-2012 Japanese companies were actively imported from Ukraine corn, wheat and barley.

Grain harvest in Ukraine this year may exceed last year’s by 8 million tons

Ukraine in 2013 can gather 53-54 million tons of grain compared to 46.2 million tons in 2012, reports the Ministry of Agrarian Policy and Food of Ukraine, Interfax-Ukraine.

 

"This year, Ukrainian farmers are planning to gather one of the largest harvests since independence. In particular, it is expected that the gross cereal production will reach 53-54 million tons", - said the Ministry with reference to the Director of the Department of Agriculture under the Ministry of Agrarian Policy Alexander Demidov.

 

His believes that we can achieve such results due to use of high quality seeds, technical renovation of combine equipment, as well as expanding the acreage of winter wheat and corn.

 

It is assumed that due to the weather conditions, early grain harvesting in Ukraine should be conducted in the short terms - for 10-15 days.
