The draft bill introducing transshipment mode in the ports of Ukraine with transit cargoes has been affirmed.

The parliament of Ukraine has affimed as a basis a draft bill introducing transshipment mode in ports. The document developed by parliamentary committee concerning transport and communication, introduces respective alterations into the Law of Ukraine «About transit of cargoes». That legislator enters for the first time concept of transshipment, missing in the Ukrainian standard base (the mode of transit of container cargoes without overriding the borders of a check point or a customs control territory, with customs registration without cargo customs declaration and without warranting of cargo delivery). «Without entering of respective alterations into the Law «About transit of cargoes» the introduction of transshipment is impossible. Accordingly, the Ukrainian ports have no possibility to involve new container goods traffics and to receive additional incomes of cargo handling and service of container trucks», - ascertained the Ministry of transport and communications, making comments on the project. According to the Ministry of transport and communications, the potential of financial income from introduction of transshipment in ports makes about $58 per year ($54 million – the income for cargo transfer, $4 million – port dues). The discount for grain transit by the Russian Federation to the ports of Ukraine is increased

The state administration of railway transportations of Ukraine ("Ukrzaliznytsya") has initiated decrease in the cost of transit cargo transportations. According to the decision of the departmental commission on realisation of a tariff policy of "Ukrzaliznytsya", the action covers a number of perspective cargoes of eastern (Russian) and western (European) transportation directions. Thus, twice, from 20 % to 40 %, the discount for grain cargoes transit arriving through the Russian border crossing by a direction to the ports of the Odesa region is increased. An application condition of the discount is the guaranteed volume of transportation not less than 100 thousand tons during privilege action (March-May inclusive). Besides, the discount for transit of alumina from the ports of Ukraine to the Russian border crossing transitions (destination to Tajikistan) is increased from 23 % to 32 %. The condition of granting of the discount prolonged up to the end of this year, the guaranteed annual volume of transportations is 250 thousand tons. By the same decision a special rate in summ 18$/t for transit transportation of coke in a direction of the Ukrainian Danube it is entered (Reni seaport through overland western border crossings of Ukraine). The Cabinet has confirmed an appointment order of the state agent on grain export and import under international contracts

The Cabinet of Ukraine has confirmed the Order appointment of the state agent on export and import of grain and products of its processing under international contracts. The corresponding decision from January, 27th, 2010 №99 is published on the official site of the government. According to the document, the commission structure joins representatives of Ministry of Agrarian, Ministry of Finance, Ministry of Economics, Ministry of Justice, head of supervision and auditing service, State Customs service, the Ukrainian agrarian confederation and the Agrarian union of Ukraine. The commission places on the official web site of Ministry of Agrarian the corresponding announcement where the date of the competition and the terms of documents acceptance are specified within 10 days from the date of the decision-making. The state enterprises or economic societies can become applicants for participation in the competition, if the governmental stake in their statutory fund makes not less than 75%. It is not allowed to participate in the competition applicants who are declared as bankrupts or in respect to which the bankruptcy procedures are initiated; are in a liquidation stage; have delayed debts on a wages, payment of taxes and tax collections (obligatory payments); have submitted the competitive documentation which do not meet the corresponding requirements of the Order. Through the deep-water ship channel Danube – Black another vessel with draught over 5m has passed.

Through the deep-water ship course Danube-Black Sea, mouth "Shvidke" another vessel with draught over 5 m has come. It was dry-cargo ship "Epirus" (flag of Panama) which went from Algeria to the Romanian port Braila. The passing of the vessel was fulfilled by I class pilot of MLS "Danube" of SE "Delta-pilot" Ruslan Putintsev. The vessel went to the Romanian port «in ballast», but despite that, its actual draught makes 5,20 m. It is important to note that the vessel is 105,70 m in length , and its maximum draught makes 8,66 m. The dry-cargo ship "Epirus" was the third vessel with draught over5 meters which has passed the deep-water ship channel in 2010. Let’s remind, that on January, 16th dry-cargo ship «Kerem E» (flag of Turkey) with actual draught of 5,10 m. passed the national ship channel. On February, 4th, leaving the Moldavian port Dzhurdzhuleshty, sea dry-cargo ship "Melwill" (flag of Sierra Leone), actual draught - 5,32 m.passed the whole line of the Ukrainian deep-water channel on an outlet to the sea. As a whole, from the moment of navigation restoration on the mouth "Shvidket" (April, 2007), 44 vessels with fraught 5 and over meters passed through the Ukrainian deep-water ship channel. trans-port

The European countries have signed an agreement about protection of the river Danube

Representatives of the governments of 14 countries located in pool of the river Danube, have signed an agreement providing measures on protection of the European river. The sides have agreed that within the next 5 years they will try to lower essentially pollution of the river and to minimize a negative influence of anthropogenic changes of the channel, informs Ukrinform referring to France Presse. For this purpose it is necessary to make repeated naturalization of water-bog agricultural lands, to create natural barriers to flooding, to modernize dams and to improve danger warning and forecasting systems. Kazakhstan has increased by third oil deliveries to Odesa

In January, 2010 railway shipments of crude oil from Kazakhstan in a direction Odesa-Peresyp-export are increased by 35 % in comparison with indexes of December, 2009 and have exceeded 200 thousand t. It became possible owing to growth of delivery volumes from the station Mahambet in 2,15 times — from 770 tanks in December up to 1658 tanks in January, 2010, informs NA "Trans-port". Ukraine will agree with Algeria about sea trading navigation

Ukraine and Algeria intend to make an agreement in the sphere of sea trading navigation. It says about it at the disposal of the Cabinet № 234 from February, 17th. The government has authorized deputy minister of transport and communications Vasiliy Shevchenko to sign the corresponding intergovernmental agreement. Marine export of iron ore to China from Ukraine has grown 2,5 times for 2009

According to customs of the Peoples Republic of China, in 2009 Ukraine imported to China 11,58 million sea t of iron ore that is 2,5 times more than in 2008. Nevertheless, the Ukrainian stake in of Chinese import of iron ore in total amount makes only 1,84 %. Also deliveries of ore from the republic of South Africa and Canada are showing over 2 times increase- by 140 % and by 130 % accordingly, up to 34,12 million t and 8,65 million t . The largest suppliers of ore to China in 2009 were Australia, Brazil and India. Thus Australia has increased import of iron ore to the Peoples Republic of China by 42,6 % - to 260 million t. Brazil has increased the export by 41,5 % - to 140 million t. These two countries are making 64,4 % of all Chinese import of iron ore. Deliveries from India have increased by 18 % - to 110 million t (17,1 % in total amount). As a whole import of iron ore by China has increased by 41,6 % in 2009 and has reached the performance in 630 million t, here the stake of state enterprises makes 64,4 % of all import. The State customs service: The stake of import from the EU in the trade structure

During customs registration of film tape "Avatar" 400 thousand UAH has been allocated for royalty of its demonstration in Ukraine, at the end of a film distribution it will be paid about 1,5 million UAH for royalty. The press-service of the State customs service of Ukraine informs about it today following the results of a department board. As a whole in 2009 businessmen have independently declared 267 million UAH for royalty and other royalties against 250 thousand UAH in 2008. As a whole for a year the quantity of participants of foreign trade in Ukraine, carrying out import foreign trade operations, has decreased over 2 thousand Quantity of the registered import trading operations has decreased by 36 % and makes 790 thousand against 1 million 241 thousand in 2008. As a result of all negative factors influence there was an essential falling of import volumes to Ukraine, structural changes in commodity and geographical structure. In 2009 the volume of statistical (general) import of goods to Ukraine decreased in comparison with 2008 by 40 %, without gas - reduction in 2 times. Thus in the basic forecast macroindexes of economic and social development of Ukraine for 2009 reduction of import by 9,5 % is detected. There was also a reorientation of import from the EU countries on behalf of the countries of free trade. The volume of import without such strategic goods for Ukraine as gas, oil crude, mineral oil, mineral products, and also automobiles, has decreased by 48 % and has made 29,6 billion dollars. In January, 2010 the Ukrainian metallurgists have increased production against the last year's statistics

In January, 2010 metallurgical production and production of finished metal products has grown in comparison with the similar last year’s period by 26,6 %. The State committee of statistics informs about it. Besides, in January, 2010 in comparison with December, 2009 the metal production was decreased by 5,4 %. In January, 2010 pig-iron production in comparison with the last year’s period of last year has grown by 25,3 %, to 2,34 million t, and in comparison with December of last year was decreased by 0,8 %. Last month the production of steel except of the half-finished products of continuous casting, increased by 23 %, to 1,464 million t, and in comparison with December, 2009 have decreased by 2,9 %. In January, 2010 production of semi-finished products of continuous casting, increased by 29,1 %, to 1,292 million t, and in comparison with December, 2009 - by 0,4 %. Last month production of finished hire of ferrous metals increased by 24,2 %, to 1,415 million t, and in comparison with December, 2009 decreased by 3,7 %. In January, 2010 production of pipes of big and small diameters increased by 26,5 %, to 120 thousand t, and in comparison with December, 2009 decreased by 2,9 %. Last month production of steel wire increased by 10,5 %, to 21,2 thousand t, and in comparison with December, 2009 decreased to 3,1 %. Let's remind that following the results of 2009 metallurgical production and production of finished metal products in Ukraine was reduced by 26,6 %. The agrarian fund in March will start export of grain

The agrarian fund of Ukraine in March of this year will start export of grain, informs the Ministry of agrarian. As it is marked, the first shipments will in two-three weeks. Let's remind, within the modification of the Law of Ukraine "Of state support of agriculture of Ukraine", the right of grain export from the state intervention fund is given to the Agrarian fund.
