Olexiy Miaskovskii, Head of the SE ‘Odesa Port’: ‘One of the corruption schemes in the sphere of towing services has been canceled’

On December 3, a press conference of the new head of Odesa port, Olexiy Miaskovskii, was held for journalists of all-Ukrainian and local media outlets.

 

During the introductory speech, O.Miaskovskii (appointed acting director of the SE ‘OP’ on October 28, 2019) spoke about the measures taken by the new management to overcome the crisis in which the company is currently present, announced the most significant investment projects to be implemented on the basis of the SE ‘Odesa port’, answered numerous questions of representatives of informational organizations.

 

According to preliminary estimates, by the end of the year, the losses of the once extremely profitable enterprise will reach 100 million UAH. Partly, the reason is that until the end of 2016, 90% of the revenues of the SE ‘OP’ came from the port fleet, which then occupied 100% of the market of towing services in the port. Currently, due to non-transparent competition from private companies, the port fleet market share is only 13%.

 

One of the corruption schemes that deprived the company of its income was the private companies` hourly rent of tugs belonged to state enterprises.

 

Supporting this thesis, such data were given. On average, it takes 2 hours of operation for two or three tugboats to guide and set up a large ship to a berth. A private entrepreneur paid the port fleet for the use of its tugs based on the cost of an hour of operation of one tugboat. This is about 20 thousand UAH ($ 400). Thus, the state-owned enterprise received $ 2.400 for 2 hours of operation of three tugboats, despite the fact that the shipowner paid a private company 10-20 thousand dollars for towage due.

 

Today, this scheme has been completely canceled on the initiative of the SE ‘Odesa Port’ management.

 

‘Our proposals have got full support from the Minister of Infrastructure of Ukraine Vladislav Krikliy, the decision has been made, and now there are uniform rules for operating on the towing services market for everyone,’ O. Miaskovski stressed.

 

According to the acting head of the enterprise, the tariff applied to the module of the vessel in towing piloting is distributed in accordance with the capacity of the tugs involved in the operation. Thus, all real income received from the shipowner is distributed proportionally between all parties of the piloting.

 

A new calculation model has already been developed with other market entities. It allowed the company to receive income from the use of one tugboat 4 times more than with time-based leases.

 

- The financial plan for 2020, which we developed and sent for approval to the relevant ministry, envisages the SE ‘Odesa Port’ enterprise becoming profitable, O. Miaskovskii further noted. - It is planned to achieve this goal not only by increasing revenues from the activities of the port fleet, but also by reducing costs, abandoning the implementation of projects that were designed exclusively for the use of funds and that do not give any economic benefits, or have meaningless payback periods of 10 - 15 years.

 

Separately, the head of the state-owned enterprise focused on concession projects that are planned for implementation in accordance with the recently adopted Verkhovna Rada Law on Concessions.

 

In particular, it was about the initiative of Brooklyn-Kiev Port LLC, which, together with its partner, the world-famous carrier СМА СGМ Group, provides for the extension of the line of berths No. 43-42 at Khlebnaia Harbor and the re-profiling of a number of facilities of the Shipyard ‘Ukraine’ for container transshipment capacities development. This project is an important component of the development strategy of Odesa port.

 

At the same time, the issue of reorganizing the production of a ship repair plant arises. The management of the enterprise has developed a program of economic and social measures in order to minimize the negative consequences of the project for the ship repair crew.

 

The document provides for the preservation of workshops, equipment, machinery, and workplaces of the Shipyard ‘Ukraine’ by re-profiling production to other types of products. Especially, it considers the possibility of putting dock No. 4 for sale since its operation resumption has no prospects from an economic point of view, and combining dock No. 2 with the PSM-650 ship repair complex.

 

Another concession project relates to the hotel ‘Odessa’. The hotel exists on the basis of shared ownership (80% is owned by the state, asset holder of the SE ‘Odesa Port’, 20% is owned by a private company). It started operating together in 2001 and was decommissioned in 2011. Since then, the hotel has not been working.

 

Addressing the journalists` question, O.Miaskovskii said that according to preliminary estimates, it was necessary to invest at least 200 million UAH. The enterprise does not have such funds. The solution is to transfer it on to a private investor. Now the Directorate of the SE ‘OP’ and the SE ‘USPA’ are developing a proposal to transfer the hotel as part of a single property complex with the Passenger terminal to the concession.

 

During his press conference, Olexiy Miaskovskii also answered a question regarding the Ruta tanker arrested in Libya, told about the new team that came with him in October this month to manage the enterprise brought to a deep crisis. According to the acting director, new deputy directors, heads of departments and services of the SE ‘Odesa Port’ are maritime industry professionals with extensive practical experience, specialists who know the port well, but their official salaries are 8-10 times lower than those of predecessors who received sky-high salaries, not paying attention to the fast-rolling enterprise into the abyss of financial disaster.

Odesa Sea Port Authority officials underwent training and knowledge testing on labor protection issues once again

The Odesa branch of the State Enterprise ‘Odesa Sea Port Authority’ (OB SE ‘USPA’), has completed the next period of planned training and testing of knowledge on labor protection issues for managers and officials of structural units of the enterprise.

 

Today, 29.11.2019, one of the last to demonstrate their knowledge was the heads of departments and management services of the State Enterprise ‘Odesa Sea Port Authority’. The exam was held in a ‘round table’ format, each of those present heard the answers of their colleague to the questions posed by the commission. There was a free exchange of views between the participants. Such a format contributes to improving the knowledge and skills of managers better in matters of safe organization and conduction of work.

 

Benny I.A., chief state inspector of the Main Directorate of State Labor Service of Ukraine in Odesa Region, and Reshetchenko V.P., deputy head of the department for the prevention of insurance claims of the Odesa city branch of the Social Insurance Fund of Ukraine, took part in this event.

The adoption of the new edition of the Mandatory Resolutions on Odesa sea port, the situation with the reform of the port Harbor Master service, the issue of reducing tariffs for services in the port and the situation with the allocation of land for the construction of an alternative entrance to the port.

 

These and other issues were included in the agenda of the next meeting of the Odesa Port Council. The round table discussion was held yesterday, November 28, 2019, in the main office of the Odesa branch of the State Enterprise ‘Ukrainian Sea Ports Authority’ (SE ‘USPA’) under the chairmanship of Denis Karpov, acting General Manager of the branch. The meeting was attended by Raivis Vetskagans, the head of the SE ‘USPA’.

 

Besides, members of the Council considered the advisability of switching stevedoring companies to direct contracts with the railway. During their speeches, business representatives agreed that dispatching railway operations in the port is not a function of the port Authority. At the same time, port operators expressed a unanimous position on the premature transition to direct contracts with the railway in the near future. According to stevedores, first it is required to wait for the conclusions of the working group created this year, which is developing a strategy for modernizing the railway infrastructure and optimizing railway operations in the port.

 

The group leader Anastas Kokkin, chief executive officer of the SE ‘CTO’, noted that research in this direction was progressing quite successfully. Highly qualified specialists from the Dnieper Research Institute of Railway Transport are involved in the performance of the work. The experts will be ready to submit a business plan for the further development of the railway component of the port at the end of the first quarter, next year.

 

Among the topical issues on the agenda, the meeting participants also discussed the proposal of the SE ‘USPA’ to partially compensate the expenses of the port Authority by the stevedore companies for the maintenance of the corporate fire safety service (FSS).

 

According to Igor Kizlak, deputy chief engineer of the OD SE ‘USPA’ for labor safety, told the audience that more than two hundred fire alarm signals, including ones from the production facilities of private companies (ignition of cigarette butts, short circuits of electrical equipment, careless handling of fire, disrepair of technical equipment and machinery, etc.) occur at the corporate service panel.

 

As the speaker admitted, the effective prevention of large-scale fires that can lead to loss of life and damage to millions of hryvnias is possible only under the conditions of 1) carrying out preventive work to prevent fires and 2) timely supply of fire extinguishing substance at the ignition site. At the same time, it should be borne in mind that fire engines of the units of the State Emergency Service nearest to the port need 20-25 minutes to arrive at the site of ignition in the port. Moreover, the performance of such units is objectively reduced by the lack of knowledge of the port specifics and the experience of extinguishing fires on boats.

 

Obtaining this information, representatives of the stevedoring business fully supported the thesis about the need for corporate fire protection in the port and generally agreed with the proposal to compensate costs of maintaining such a unit on a pro rata basis.

 

As an option, they proposed to work out the detachment of FSS to a separate business entity, so that it would be possible to direct financing with targeted payments. Stevedoring companies have to provide other proposals on this issue over time, within the period established by the protocol.

 

In conclusion, participants of the Port Council meeting approved a preliminary schedule for such meetings in the next 2020 (quarterly).

French Navy Corvette Visit to Odesa Port

On November 28, the corvette of the French Navy F 796 COMMANDANT BIROT called at Odesa port and was moored to the 16th berth of the passenger complex.

 

The ship has been in the Black Sea since November 22. During this time, he visited the port of Batumi as part of military cooperation between Georgia and NATO.

 

This is the 28th visit of the Navy ship of non-Black Sea countries of NATO to the Black Sea in 2019. Previously, the French Navy frigates Lafayette and Gepratt, the minesweeper Capricorn, and the reconnaissance ship A759 DUPUY DE LOM have already entered Odesa.

 

The program of the visit of COMMANDANT BIROT to Odesa includes meetings with representatives of the Navy and other events. The departure of the ship is scheduled for December 1.

USPA will several times reduce the cost of passes to ports and offer marine agents improved conditions for concluding contracts

From January 1, 2020, the sea ports of Ukraine will begin to operate new, several times lower, marginal tariffs for issuing passes for representatives of business and vehicles. Also, from the beginning of the year, maritime agents will be able to choose between two versions of coordination contracts during ship agency service.

 

‘’Ukrainian Sea Ports Authority’ decided to introduce uniform rules for the formation of the cost of passes at all ports. Starting next year, tariffs will be reduced in most ports: in some cases, five times. At the same time, the cost of passes, which is now lower than the proposed limit tariffs, will not increase. And the additional edition of the cooperation contracts will be another step that is aimed at improving working conditions in ports and effective interaction with our partners - maritime agents’, Raivis Vectskagans, Head of ‘USPA’ said.

 

When developing an additional version of the coordination contracts during ship agency service in ports, the position of the maritime community and the recommendations of the Antimonopoly Committee of Ukraine were taken into account.

 

So, from January 1, 2020, maritime agents will be able to choose between two options for drawing up contracts with the ’Ukrainian Sea Ports Authority’. The first is an accession agreement, which provides for the provision of a full range of services to ‘USPA’, including the administration of port charges and the provision of other related services. The second is a bilateral business agreement providing for interaction between ‘USPA’ and agents solely for the payment of port charges and specialized services. Corresponding revisions of the agreements will be published shortly on the ‘USPA’ website in the Marine Agents section.

 

Another good news for the maritime community will be the reduction in the cost of passes to the territory of ports. January 1, 2020, ’Ukrainian Sea Ports Authority’ will introduce a new system for calculating these free tariffs, which includes only costs associated with the manufacturing process in the cost of passes, indirect costs and profitability ratios are properly allocated. This will reduce the cost of passes to ports by 2–5 times. For example, obtaining a permanent pass for a truck to the territory of Odesa and Belgorod-Dniester ports will become 3.5 times cheaper, in Mykolaiv - 2 times, in Chernomorsk - 1.5 times. As noted earlier, the cost of passes, which are currently lower than the proposed limit tariffs, will not increase on January 1, 2020.

Cargo handling, investment projects and the DELFI tanker - what was discussed at the first press conference of Denis Karpov, acting General Manager of Odesa Port?

In January-October 2019, the cargo turnover of Odesa port reached 20.7 million tons, which is 3.4 million tons, or 19.4% more than the same period in the last 10 months. Positive dynamics were achieved in all positions of the main cargo range:

- grain in bulk (+ 29.7%),

- bulk (+ 29.1%),

- metal products (+ 18%),

- containers (+ 9.1%).

Denis Karpov, acting General Manager of Odesa branch of the State Enterprise ‘Ukrainian Sea Ports Authority’ (the OB SE ‘USPA’), devoted the first part of his press conference to the results of production activities of the enterprise in January-October of this year.

 

 

Further D. Karpov informed journalists about the current state of implementation of the four main investment projects of the port in 2019. So, according to General Manager of the OB SE ‘USPA’:

- reconstruction of the overpass connecting coastal cargo terminals with the Dry Port completed by 17%;

- construction of the berth No. 1-z of Androsovsky mole has entered the final stage and is going to be completed already in the first quarter of next year;

- 80% of works on the first launch complex were completed at the reconstruction of the berth No. 7 of the Quarantine Harbor;

- There were promising prospects for the construction of a new container terminal at the Quarantine mole.

‘The Quarantine mole project is a long-term construction, but this year the terminal operator is quite actively carrying out work on the third and fourth launch complexes’, D. Karpov said. – ‘The fourth is the construction of storage space in the rear of the berth No. 2-k, which was commissioned in October 2014. Today we and the investor - the company ‘CTO’, are working on options for accelerating the implementation of the project. From this angle, the proposal for a concession is also considered ...

The press conference of the General Manager of the OB SE ‘USPA’ coincided with the main phase of the operation for bonding the emergency tanker-bunker DELFI, which on November 22 was thrown aground in the area of ​​Odesa's Dolphin beach. A ring of 300 meters of booms around the wreck was set up by specialized teams of the port administration and the Naval Forces of Ukraine. Given the great public outcry surrounding the events with the DELFI m / v, D. Karpov shared with journalists the latest information from the scene and the urgent action plan of the OB SE ‘USPA’ in order to minimize the risk of environmental disaster in the coastal waters of Odesa.

Having received information about the uncontrolled drift of the tanker in the direction of the port water area, we took preventive measures ... so that there is no collision of the drifting vessel with the vessels on the roadstead, continued D. Karpov. - When the tanker ran aground, the port administration, in accordance with the requirements of regulatory documents ... put up 140 meters of the boom along the coastline. Thus, we were able to quickly localize the spill of oil products and prevent the globalization of pollution ...

 

To determine the degree of the threats posed by the DELFI accident, the port Authority plans to organize a diving inspection of the hull in a short time, acting General Manager further noted. There are no obstacles to an external survey except weather conditions. Inspection of the tanker's internal compartments will be preceded by degassing, flushing and cleaning of these compartments.

Odesa port operators have provided two-thirds of container transshipment in Ukraine for 10 months

According to the USPA, Ukrainian ports and terminals processed 812 thousand TEU for 10 months. Almost two-thirds of this volume - 531.1 thousand TEU were transshipped by the port of Odesa. This is 70% of the entire container market of Ukraine.

 

An undisputed leader is the ‘Container Terminal Odessa’ subsidiary of the German concern HHLA (322.6 thousand TEU, + 20% to the same indicator in 2018). The company accounts for 40% of all containers processed in the domestic market. According to the results of 2018, the SE ‘CTO’ took third place among the ports and terminals of the Black Sea region.

 

The second largest container transshipment unit is the port operator Brooklyn-Kiev Port LLC. The company's share in the Ukrainian market is 26.3%. The port operator accepts vessels with a capacity of more than 10 thousand TEU from its founder, the global carrier CMA CGM, at the berths of the Khlebnaia harbor.

 

Although, over the past 10 months, the BKP team has reduced its performance compared to the same period in 2018 (208.5 thousand TEU against 217 thousand TEU in 2018), the company continues to develop its capacities, updating the fleet of transshipment equipment. In particular, 10 Terberg truck tractors were purchased this summer. Since the stevedore operates territories remote from the berth (the ‘Ukraine’ shipyard of the SE ‘Odesa Port’ and the former Odesa Sugar Refinery), 21 tractors are intensively involved to the works.

 

In November, the berths No. 42-43 of the Khlebnaia Harbor are scheduled to process four 300-meter container ships of the CMA CGM and Cosco lines, and 3 BSMAR weekly service vessels. So, on November 13, a 300-meter container ship COSCO SHIPPING PANAMA (in total more than 3000 operations) was under cargo operations. According to forecasts, the BKP expects the transshipment of containers at the level of 25 thousand TEU in November.

 

At the XIII International Black Sea Container Summit, which took place in September in Odesa, it was stated that this year Ukrainian ports could handle 1 million TEU, that is, repeat the level of container transshipment in the pre-crisis 2007. It needs to wait for a month and a half to see if these forecasts come true.

PARTNERS NEWS. The head of the SE ‘Odessa Port’ holds meetings with teams of divisions. Port fleet is on the way to return to the towing services market

Last week the meeting of Alexei Myaskovsky, the acting head of the SE ‘Odesa Port’ and the staff of the port fleet was held. The head appointed on October 22 presented his vision of possible ways to get the enterprise out of the crisis.

 

Coming out of a recession

‘The situation, which the SE ‘Odesa Port’ has faced, is almost critical’, Alexei Myaskovsky stated. - The enterprise has been working for minus so long. According to the results of 9 months, the losses amount to 80 million UAH (by the end of the year, it will probably grow by another 20 million UAH), and the receivable is 180 million UAH. The situation is difficult, but we know how to solve the problems, - the acting head assured.

 

One of the first steps was to free them. They know their business and port well. This is Petr Zhukov, first deputy head, in the recent past he was the director of the ‘Shipyard ‘Ukraine’; Igor Kashubsky, deputy head for commercial affairs, is a well-known specialist who holds various senior positions in the port; Natalya Karadzha, deputy head for economics, formerly the chief accountant of Odesa port; Alexander Antonov, the head of the port fleet, a seafarer with extensive experience, until recently, the harbor master of Odesa port. Other specialists are also responsible and not strangers to the port people.

 

Priority measures to remove the enterprise from the difficult economic situation were presented to Vladislav Krikliy, the Minister of Infrastructure of Ukraine, and were supported by him. The measures do not provide for either a total reduction in jobs or associations with ‘USPA’, which were rumored. The only task facing the team is to eliminate unprofitability and overcome the negative trends that have taken place in recent years. It is quite real.

 

It is planned to improve the economy of the enterprise by returning the positions lost in the past.

 

Thus, in September, the port fleet of ‘OSCP’ occupied only 8% of the towing services market in the port. Today, measures are being taken to eliminate non-transparent competition with other state-owned companies. It wiil help to return 20-30% of the market by the end of the year. Alexey Myaskovsky hoped that special measures provided by the Ministry of Infrastructure will help establish order in the towing services market. This will increase the income of the enterprise, which will be aimed at stimulating people and restoring the technical condition of vessels that have not been repaired for a long time.

 

About stratospheric salaries

Alexei Myaskovsky expressed the hope for the financial plan for 2020, against the still not approved FP 2019, to be adopted on time. It will be oriented towards a positive result, and it will provide for an increase in salaries. Moreover, production personnel will be a priority. An important step has already been taken in this direction. The stratospheric salaries that the former management had were reduced by 8-10 times. Only this measure brought savings of the payroll budget about 5 million hrn per month.

 

About ship repair

During the meeting, acting head outlined several other areas of the enterprise’s development.

One of the largest projects is planned for implementation in the shipyard area.

It provides for the development of a mooring line and the adjacent areas of the plant. Investments in the range of 80 million dollars are invested by the world famous company CMA CGM. In the near future, the project will be separately presented to the Prime Minister of Ukraine. The project is likely to be implemented in the framework of the recently adopted Law on Concessions by Verkhovna Rada. Its successful implementation will significantly increase the production capacity of Odesa port, number of calls, therefore, the demand for towing operations.

 

At the same time, measures will be taken to preserve shipyard capacities and jobs.

- We do not mean the liquidation of the plant, we are talking about a partial change in the profile of production. Nothing will collapse. Workshops and equipment will be used, people will be involved, O. Myaskovsky assured.

 

According to the head, ship repair will be optimized as follows. Dock No. 4, which is in poor condition and is not economically feasible to repair it, will be put up for sale. Dock No. 2 is planned to be relocated. The option of moving it to the berth No. 28 area is currently being worked out. Thus, PSM-650 and dock No. 2 will be involved in the field of ship repair, which will make it possible to repair not only the SE ‘OSCP’ own fleet, but also foreign vessels.

 

The process of improving the economy of the enterprise to a large extent depends on solving the problem of cranes and other lifting and handling equipment, which is contained on the balance of the SE ‘Odesa port’. The tenant companies refuse from obsolete equipment. It is necessary to analyze the situation and decide its future fate: dump or implement on the market. Now, this issue is being studied in conjunction with the problem of the appropriateness of acquiring of new equipment.

 

The chairman of the trade union of Odesa port, Vladimir Zaikov, who also took part in this meeting, urged seafarers to support the initiatives of O. Myaskovsky as a specialist who, since working in Odesa port, 1998, has proved his professionalism and devotion to the port.

 

At the end of the meeting, O. Myaskovsky answered the questions of those present. They concerned the remuneration of labor, the situation in the market of towing services and the responsibility of individuals.

Odesa port: the tug Patriot celebrated the tenth anniversary of the Ukrainian flag raising

Exactly 10 years ago, on November 14, 2009, a grand ceremony of the national flag raising took place in the port of Odesa on the newly-built tugboat Patriot.

 

‘Patriot is one of the best units of our fleet. Over the years, a tugboat has flawlessly performed thousands of towing operations, not only in Odesa, but also in other ports. The Patriot also participated in rescue operations and performed other specific tasks. The experience of ten years of operation showed that the tugboat met the expectations that the port had put on it’, Alexei Myaskovsky, the acting head of the SE ‘Odessa Port’ commented on the event.

 

Tugboats of the ASD Tug 2310 type Patriot and its sistership Bulat - are unique vessels. They were specially designed considering the rather difficult working conditions in the harbors of Odesa port, which were built in the era of the sailing fleet. The designers of ‘Damen shipping’ managed to do the almost impossible: to ft more than 4,000 horsepower into a small building.

On the occasion of the anniversary, the crew successfully operating and maintaining the vessel in perfect condition, Vladimir Zaikov, the chairman of Odesa Port Maritime Transport Trade Union, his deputy Nikolay Nikolaev, the port fleet management of the SE ‘Odessa Port’ led by Alexander Antonov, and also the ‘godmother’ of Patriot, Tatiana Galchanskaia, a labor safety engineer at the enterprise, who 10 years ago smashed a bottle of champagne onto the side of a new tugboat for good luck.

 

Reference. Patriot tugboat (ASD Tug 2310 type) was built in 2009 at ‘the Damen shipping’ shipyard in China. Acquired by Odesa port under a financial leasing agreement.

 

The length is the largest: 22.73 m, width: 10.43 m, draft: 4.77 m, DWT: 395 tons, main engine: 2x Caterpillar 3512B (4023 hp) - maximum speed: 12.4 knots, tow force on the hook: 47 tons.

Investment projects of Odesa port: the berth 1-z has two-thirds of construction completed; dredging is next in line

A significant stage has been passed in the construction of berth No. 1-z for general cargo at the Androsovsky mole of Odesa port. This object is one of the ten largest investment projects that are currently being implemented by the State Enterprise ‘Ukrainian Sea Ports Authority’ (the SE ‘USPA’).

 

According to specialists of the Hydrotechnical Engineering Structures and Major Construction Department (HESMCD) of the Odesa branch of the SE ‘USPA’, border and middle cip beams of the berth in the amount of 85.4 cubic meters were concreted last week. Thus, on the first decade of November, the construction of the upper structure of the berth was completed up to the 8th axis (which is 165 meters or 62% of the berthing line).

 

Along with concrete work at the facility, it is scheduled to begin dredging the operational water area this month. The information was provided by Sergey Vatan, the leading engineer of HESMCD. Soon, the arrival of the caravan of the dredging fleet is expected, which will bring the depths at the border of the berth and approaches to 12 meters.

 

Reference. The berth 1-z is being created as part of an investment project for the construction of a grain transshipment complex at the Androsovsky mole. The project is implemented by the SE ‘USPA’ with the LLC ‘Brooklyn – Kiev’ and LLC ‘Louis Dreyfus Company Ukraine’ with the support of the European Bank for Reconstruction and Development.

 

In the completed state, the berth 1-z will have the following main parameters:

- length of the berthing line will be 254.02 m;

- berth width will be 35.4 m;

- depth at the berth border will be 12.0 m (in the future, if it is economically feasible, it can be brought up to 13.5 m).
